Members of the Oversight Board
TET consists of a Chair and four additional members.
The members are appointed by the Minister of Justice, after consultation with the Minister of Defense and following discussions with the Intelligence Services Committee.
TET is composed in such a way that the oversight authority collectively possesses the necessary competencies, including insight into and experience with foreign, security, and intelligence matters, strong legal expertise, experience with review activities in a broader sense, as well as insight into and experience with intelligence operations.
TET’s members are initially appointed for a period of 4 years, and each member can be reappointed for an additional 4 years.

Lars Bay Larsen (Chair)
Senior Consultant at the law firm Gorrissen Federspiel.
Retired Vice President and Judge at the Court of Justice of the European Union (2006–24), as well as retired Justice of the Danish Supreme Court (2003–06).
Previously held various positions within the Danish Ministry of Justice over a number of years, most recently as head of department of the Legislative Department.
Has also served, among other roles, as a member and Chairman of the Civil Servants’ Association of DJØF (DJØF’s Tjenestemandsforening), as well as having taught law, primarily at the University of Copenhagen and the University of Luxembourg.
Holds degrees in law (cand.jur.) and art. (Political Science) from the University of Copenhagen.

Gitte Lillelund Bech
Independent advisor at LillelundBech ApS.
Former Minister of Defence (2010–11) and Member of the Danish Parliament (1999–2013).
Previously held positions over a number of years at Advice A/S, Danish Ports, and the Confederation of Danish Industry.
Has also held various board positions, currently including Finansiel Stabilitet, Women in Life Science Denmark, and Maj Invest.
Holds a degree in business administration and mathematical economics (cand.merc.mat.) from Copenhagen Business School.

Anne Hedensted Steffensen
Director General and Chief Executive Officer of Danish Shipping.
Previously served for 23 years in the Danish Foreign Service, most recently as Denmark’s Ambassador to the United Kingdom (2011–13).
Has also held a number of board positions, currently including vice chairmanships at DSB and the Board of Representatives of Danmarks Nationalbank.
Holds degrees in political science (cand.scient.pol.) from Aarhus University and in economics (MSc) from the London School of Economics.
Appointed in 2025 for a two-year term.

Pernille Knudsen
Director of Employment Law and Collective Agreements, Danish Chamber of Commerce.
Has had a long career at the Confederation of Danish Employers (2000–), working as Deputy Director General on topics regarding collective bargaining and other labour market negotiations, including areas such as collective labour law, employment law, EU law, and occupational health and safety.
Previously held positions for a number of years at the Ministry of Culture and TV2/Denmark.
Has also held various board positions, currently including Danske Spil, the Board of Representatives of ATP, and serves as Chair of the charitable organization Real Care.
Holds a degree in law (cand.jur.) from the University of Copenhagen (L).

Rasmus Blaabjerg
Attorney and partner at the law firm Civitas Advokater.
Previously served, among other roles, as Head of Division at the Independent Police Complaints Authority, acting High Court judge at the Western High Court, Chief of Secretariat at East Jutland Police, and held various positions over a number of years at the Ministry of Justice.
Also serves as an external examiner in political science and social studies at Danish universities, and has previously been a part-time lecturer in administrative law at Aarhus University.
Holds a degree in law (cand.jur.) from Aarhus University.
